MG WindsorVolkswagen has stopped committing new money to its India electric car programme while it waits for clarity on a joint venture with JSW Group. Bloomberg reported this on 23 October 2026, citing people familiar with the talks, and European trade title electrive followed it up on 26 October. The important caveat first: this is a report, not a company announcement. Volkswagen Group's own press release page carries nothing on India between 30 September and 26 October, the latest entries being a semiconductor tie-up with NXP on 26 October and labour negotiations on 23 October.
What is on hold is spending, not the engineering. According to the reports, basic design work on a low cost electric car is finished, so the project can be restarted quickly once a deal is signed. The platform is an adaptation of the group's China Main Platform, called CMP 21 in China and the India Main Platform, or IMP, here. Autocar India reported in September that the first India-made Skoda EV is expected in 2028, a five-seater, with a seven-seater to follow, and quoted Skoda India brand director Ashish Gupta saying that "the volume EVs are going to come when there is localisation, and that is something which we are working on heavily".

What is stuck in the JSW talks
Skoda Auto and JSW Green Mobility signed a non-binding memorandum of understanding on 9 September 2026. A JSW spokesperson said at the time that the MoU was "exploratory and non-binding" and that the two companies were in early discussions with no definitive agreement yet. Reports put the structure at 51:49 with JSW holding the majority, and the sticking points at valuation, control and who carries the money already at risk in India.
That last one matters most. A disputed customs demand of about $1.4 billion against Skoda Auto's Indian operations, over the way imported components were classified, surfaced in the negotiations in September. Volkswagen disputes the claim. JSW reportedly wants Volkswagen to keep it. Until that is parked somewhere, no amount of finished design work turns into a factory order.
Manufacturing is the easier part. JSW's Chhatrapati Sambhajinagar plant in Maharashtra and the JSW MG Motor India plant at Halol in Gujarat have both been named as candidates, so the group would use existing capacity rather than build new. A binding agreement was targeted by December 2026, with the joint venture itself closing before mid-2027.
What it means for Indian buyers
Nothing in showrooms changes this year or next. Volkswagen and Skoda sell no battery electric passenger car in India today, and 2028 was already the earliest realistic date for a locally built one. The pause does not push that date out by itself, but it removes the slack. Any delay in the JSW signing now eats directly into the 2028 plan.
The competitive picture is why the group cannot afford to drift. Electric car registrations in India stood at 36,000 units in September 2026, close to double a year earlier, and Tata Motors, Mahindra and JSW MG Motor India together hold roughly three quarters of that segment. Volkswagen and Skoda sold about 117,000 cars of all kinds in India in 2025, up 36 percent, which is healthy growth from a small base and still a minor share of the market. Entering the EV segment in 2028, against rivals already building second generation products at ₹10 lakh to ₹20 lakh, with a China-derived platform that has to be localised down to the battery, is a hard ask. Doing it two years late would be harder.
Worth watching in the next two months: whether a binding agreement is actually signed by December, and whether Volkswagen or JSW says anything on the record about the customs demand.
