A 25 October report of Goa traffic police figures shows an average of about one case a day against owners hiring out white-plate bikes and cars to tourists, which matters if you are booking a scooter or a Thar for a Goa trip.

Adventure Cars & BikesIf your next road trip starts at Dabolim or Mopa with a rented two-wheeler, this is the number to keep in mind. Goa traffic police have booked 1,471 cases of unauthorised private vehicle rentals over the past 45 months, according to figures reported by The Navhind Times on 25 October 2026. That works out to roughly one case a day, every day, since the start of 2023.
The year-wise split is not a straight line. The report says 200 cases were registered in 2023, which rose sharply to 593 in 2024. In 2025 the figure fell to 371 violations, and 307 cases have been registered in 2026 up to September. Superintendent of police (traffic) Prabodh Shirwaiker is quoted saying the action will continue against such violations.

The plate is the tell
The rule itself is simple. Commercial rental vehicles, the rent-a-bike and rent-a-car trade, need a special permit from the Transport Department and must carry registration plates with a black background and yellow lettering, the report states. A private vehicle on a white plate cannot be handed over for hire. When enforcement teams find one, the vehicle is impounded, the case goes to court, and the Transport Directorate is asked to suspend or cancel the registration certificate. Police advise hirers to check that the vehicle has a proper permit before paying, and to report operators who cannot produce papers.
For a rider, the cost of ignoring that is not a fine on the owner. It is your holiday. A bike seized at a checkpoint in Calangute or on the Atal Setu approach leaves you stranded mid-trip, with a deposit to chase and no vehicle.
Why the grey market keeps growing
Supply is capped. The Goa government renewed its freeze on new permits under the Rent-a-Cab Scheme, 1989, through a notification reported in July 2025, enforced from 24 February 2025. Existing permits stay valid until expiry and renewals continue, but new operators cannot enter the trade. The same report recalled the 2019 moratorium, when the state said 27,600 rental bikes and 3,200 cabs were already running. With demand rising and no fresh permits, private owners have filled the gap, which is exactly the category the police are booking.
A tighter framework has been in the works. In August 2026, Transport Minister Mauvin Godinho said new standard operating procedures for the rent-a-cab segment were being prepared after an audit of the trade. The draft requirements reported at the time include a minimum fleet of 50 motor cabs with at least half air-conditioned, documented private parking, working speed governors and vehicle-tracking systems, offices at a minimum of five tourist locations, and customer identity and licence records kept before the vehicle leaves. Crucially, rent-a-car operators would stay self-drive only and would not be allowed to supply drivers or run as tourist taxis.
How to book without getting caught out
Three checks take two minutes. Look at the plate before you look at the bike, and walk away from white plates. Ask to see the permit and the registration certificate, and match the registration number on both. Pay through a traceable channel so you have a record if a deposit dispute follows.
Goa's rental fleet is genuinely useful. It is how most visitors see Chorla Ghat, Netravali or the Divar ferry at their own pace. But the state is clearly in the middle of rewriting the rules for this trade, and until the new SOPs land, the enforcement risk sits with the person holding the keys.
