Classic 350 mileage in Mumbai traffic, how close to ARAI figure?

Saw this piece saying ARAI mileage for the Classic 350 is 35 kmpl https://onroadcost.com/blog/royal-enfield-classic-350-mileage-real-world-test but it also says city riding falls short of that in traffic. Mumbai is basically nonstop first gear crawl so I am expecting noticeably less. Anyone actually tracking kmpl with fuel bills and not just trip meter guesses. Does regular servicing or chain lube make a real difference or is city traffic just going to eat into it no matter what you do.
